Minneapolis’s charter provides for a minimum police force of 17 police department employees per 10,000 residents. So, Minneapolis’s minimum police force is 770.33 which is equal to 0.0017 times 429,606 residents. The judge held that Minneapolis could not go below that level without amending the city’s charter.
